Boot Manager is included with OS/2.  It is essentially a menu
front-end for selecting the bootable partition on your hard drive.
 It requires a partition of its own, but can be as small as your
partitioning software will allow you to make it, usually 1MB but
sometimes larger if a translating BIOS is in use.
You do need to repartition to use Boot Manager.  You can either
back up your drive and wipe it clean by  deleting the existing
partitions with OS/2's fdisk and creating new ones or use a
non-destructive paritioning utility.  Partition Magic (commercial)
makes it quite easy, but there are freeware alernatives; ie, FIPS
and PRESIZER.
