If the seats were stainless steel, maybe they'd have to resort to
tearing and scribbling on their lounges at home.

I'd rather travel in a carriage with a stainless steel (and clean)
interior rather than what is available now. If I commuted daily and over
a distance, I'd bring my own small pillow to counteract the hardness of
the bare steel seats.

True, although because the majority of the offenders are juveniles,
much of the punishment consists of slaps on the wrists.
