Since you're looking for an editor that supports REXX macros, I'll
mention Kedit, from Mansfield Software, which uses a subset of REXX
(called KEXX) as it's native macro language, and, in the OS/2 version,
can use genuine REXX too, even with REXXUTIL functions. It is text
mode and runs in an OS/2 window or full screen (not PM), can handle
multiple files (about 100) at once and split screen display up to 8
files at once. You can select for display and manipulation all lines
which match some pattern (the pattern: 'print' & word 'i' would get
'fprintf("%4d",i);' and 'fprintf("\n"); i++;', but not
'fprintf("%4i",d);').

However, it will not display different parts of C syntax in different
colors. Nor will it give you any easy way to use Bold, Italic or
underlined characters, or any other formatting. It is purely a text
editor, but the best one I've ever seen. When debugging programs with
subtle logic bugs, I've used it to make sense of output files as large
as 10MB.
