So, wouldn't the fix be for the main application to set the CPU to not go
into High Precision mode?  Then, and of the audio plugins, should not be
able to over ride that.

I guess the problem is that each of the different "plugins" is a
separate program and has it's own control of the CPU when it's running.

Those running into this claim AMD does a better job of not doing this.
