If the process knows it is in the foreground, then it can use DosQuerySysInfo() to check QSV_FOREGROUND_FS_SESSION, which holds the session ID of the current foreground full-screen session. If this is 1, then PM has the screen and the application is running in a VIO window under PM. If this is anything other than 1, then the application must be full screen.
