It's the interpretation of the District Court of Southern Florida also.
That matter was decided months ago, when Elian was brought to our shores.
INS only granted the family a "temporary parole" status. They
never achieved legal custody.

Under the "wet foot/dry foot" law, Elian was *not* and is not an
illegal alien.

There wasn't anything in the 11th Circuit's ruling to that effect.
