What happens if action against Saddam brings that closer / raises the
chances of that occuring & not because of Saddam (e.g. war goes well,
Saddam dead & then...a while later....)?

You can buy anything if you have the dollars. The real thing is if you
could separate Al Qaeda & their ilk from their sources of finance. The
US deciding to crack down on NORAID played a large part in helping the IRA
see the futility of conflict.
