Irrelevant.  He signed the Geneva Accords.

Only because the heroic United States congress pulled the rug out from
under the government of South Vietnam in 1975.  Despite our signature on
the Paris Peace Accords that *required* the U.S. to enforce the peace
treaty if necessary.  It was, and we didn't.
