It's not unreasonable to suggest that impeaching a zone coordinator does
not require the zone coordinator to have committed a policy violation. 
What is the policy violation for not doing one's job?

I'm not with you there.  Given what Fidonet is and has been, the numbers
for a "true majority decision" in the proposal are acceptable. As
for *C participation, the whole scheme is based on that.  They will be
reached but they can't be forced to vote.
