The person who can hurl (and kill non-personal) messages must have the
following access defined for them:
>(MAX.CTL) Message Show Private to SysOp
On my system, I've got moderators for each local message area, and I've
worked around this by setting up barricade files to promote them to
Sysop in the messages menu, in their area only. So, they can only
really hurl messages out of any area defined for them.

Then, I was sure to change some menu commands in MENUS.CTL (like edit
User, and Show Ctrl-A codes) to the access level of Sysop/Q, where I
only give myself the Q key.
So, this workaround works, unless you wish them to have the ability to
hurl messages out of an area that also accepts private messages, without
them being able to see the private messages.
