I have found that it isn't necessarily the folks that can not asfford to 
raise the child, but perhaps a bit more focussed on the ones involved that 
choose to act irrsponsibly in more ways than just baby making.  In fact the 
ones I mentioned, societies losers for most parts could not be bothered by 
zero tolerance much less push for or abide by he rules.
I do agree that the jury is still out on long term effectiveness of the 
concept, and it's true costs....mike
