The old system was that the merchant agreement explicitly forbad
that. No 'in the spirit' involved, you signed an agreement not to.
Its far from clear just what they could have done to enforce that
if anyone ever wanted to tell them to take it and stick it, the ones
that did get heavied by the FI for trying it werent game to see.

Under the new system whereby they got to charge fees for their credit
cards, that was one of the things the guvmint forced them to trade off.

Its never been that true of say the US, atleast in decades.
