  The difference between binding to a DLL at load time and binding to a
  DLL at run-time is essentially what does the binding.

  Load-time DLL binding is done by the loader, in response to import
  records in the EXE indicating that a DLL fixup is required.  Load-time
  DLL binding is generally invisible in program source code.

  Run-time DLL binding is done by the application itself, using the
  DosLoadModule and DosQueryProcAddr functions.  Run-time DLL binding
  generally involves calling functions through pointers.
