  Yes, its called PM Designer (Shareware) and the Author (Kelly
Schrock) frequents this forum.  It is a fantastic program that
allows for a visual design of the interface of a PM application
and then generates complete C-source code.  

You should check it out.  It is currently in version 1.6 and 2.0
will be shipping by spring.
