It is not an English sentence. The main verb is "is", the subject is
"perception" and the object is "AEVASIVE" (technically,
the complement,
because "to be" is a special verb). "That I know of"
qualifies "perception".
"Most compact ... etc" are adjectival clauses qualifying
"perception", and
the perception is "of our evolution". At this point the grammar
breaks down.
What he is trying to say is that  the perceived evolution is picking up
momentum towards creadive/productive/procreative madness, but the sentnece
isn't properly constructed. In any case the gap between the subject and the
main verb is so large that, though formally grammatical, it is not in fact
understandable to the average reader.
