     Locutus was a designation as much as the others we have seen. The
   other designations don't make as much sense to us (similar to spec
   designations in our Army etc), his designation was as a speaker to
   the Federation and translator of UFofP to the Collective (which seems
   to me to be less homogenous than we first are given to believe).
