I checked last week, and it is restricted to 40 beta testers. There were
still 10-15 slots available when I checked. Becoming a beta tester also
means that you have to destroy all copies of the package once the testing
period ends. Also, you can't distribute programs commercially that were
written with a beta version. Be aware that the buglist is in German.

If you are looking for a free Pascal compiler package for OS/2 then try out
GNU Pascal compiler (GPC) version 2.6 which comes with source code. It
partially supports Extended Pascal (ISO/IEC 10206) and has extensions for
Objects, and inline code. It's interesting but incomplete as it is a work
in-progress. You need a free GNU C/C++ (OS/2) compiler to create the GPC.

I have uploaded GPC26.ZIP (772563 bytes) to Infinity BBS. Also, demo
programs for Prospero Extended Pascal for (OS/2 32-bit) are on Infinity BBS
as 32BITPAS.ZIP (131480 bytes).
Investigate Prospero compilers if you need professional tools immediately:

Prospero Software have developed an implementation of Extended
Pascal for PCs running the DOS operating system. This is the single
most widely-available programming environment, and demonstrates
that the language is one that makes sense on a wide variety of
platforms and is not restricted to the mainframe or the high-end
workstation. For further details, contact
