I think (and I agree with Scott Little on this point) that it would be
better if that part of 1.1 simply alluded to the growth of Fidonet over the
years.  See my suggested wording.

But the RC have to recommend that something be put to a vote.  Is it kosher
to change the document after they have reviewed it and made their decision?
