How do you know this has not already occurred? There's nothing about the
nominal change of ownership of the manufacturing plants that would make it
more likely to happen now than before. In fact, it's less likely to happen
now than before because of the perceived risk and thus additional scrutiny
that will be applied.

Note that there's already one extra chip on many modern motherboards, the
TPM module. Although it's intended to be used by copyright owners to
enforce DRM, it could just as easily be used maliciously to lock you out of
your own data.
