That's not what they do now -- if it's a Chinese company, there's darn near
no restrictions at all and what there are can easily be bribed away.  We
have a plant in China, and while there are pollution restrictions, they're
nowhere near what we have in the U.S.  Some places in china are Love canal
quality right now and I don't see it changing anytime soon.

Logically, they should do what you say, but their goal is more than just internal.
