Exactly, there should be no intention of the system to prosecute someone with
downs syndrome unless there is no other solution. I'm talking about a
misdemeanor offense and one of a non-violent nature. Regardless, this person
was well-known in the system, and it is obvious he is not responsible for
what he does. It would be exactly like an 8 year old child doing the same
thing. I doubt one of those "wrapped up tight" types could have forced the
system to prosecute in this case.
