The most benign interpretation is that Wolf was expressing a paranoia based
on ignorance. More likely (and cynically), he was simply getting his name
in the papers and vote grabbing by playing on American sentiments. Your
suggestions of possible attack vectors indicate you're in the former
category.
(Some IBM/Lenovo systems already ship with Lojack BIOS. Phoning home with
precoded data is simple enough. Allowing ongoing access to any data on the
machine is not. It requires code running in the OS too, which will not be
there because Governmental department machines are normally built from
custom images, just like most corporate systems. Therefore, no factory
recovery CDs either.)
