One district in Florida that uses this program has a week long "Boot Camp" 
for incoming teachers.  This is to work them into teams I suppose as I am 
just learning about the process.  In my call to Joiner, (the publishers), I 
said I would not post the worksheets, which are a major part of the book. 
Then there is my own time limit also.

You must realize that I have just begun reading this book, I have read 
Deming's works, but could never figure where to begin in an education 
situation.
I presume since teachers work together on teams, they are responsible for a 
majority of decisions as to how they should proceed in their class - as a 
team, of course.  For example, at Harley Davidson, the cylinder head team 
decides who they contract with to cast the heads, they as a team decide the 
quality standards, etc..
