That's certainly what's going on. One of the things they noted was that the
push to reduce government spending is resulting in governments (and related
organizations) hanging onto PC for longer than used to be the case.

Their stats also indicate that a majority of homes (at least in N. America)
have PCs that are 3 yrs old or newer... so despite Microsoft's recent TV ad
campaign (ads set up a 'computer store' in a 'typical user's' home and show
the user amazed at how much better new PCs are than whatever he/she has
been using), many/most consumers aren't feeling much need to get a new PC.
