Do you consider in excess of six months to be sufficient time to
develop a worthwile and equitable proposal?  Do you know how many
of us have worked on this?  Do you also understand that, overall,
the requirements for passage are more stringent in our amendment
than in current Policy, with the introduction of quorae, while at
the same time more realistic?
