Two points on voting level requirements:
The current policy requires that a majority of all RCs vote to
consider a new policy, which has the same effect as a quorum
requirement of 100%. It is that extremely high bar that has (IMO)
prevented any change to happen so far.
The current policy has no quorum requirement on the final vote for
a new policy -- if a policy got out from the RCs and was then only
voted on by 10 of the 500+ eligible voters, it would pass with 6
votes. We are requiring more than that.
The quorum requirements bring the first bar down, and raise the
second one.
As to mandatory participation -- we don't see how that could be
enacted or enforced.
