As Alan pointed out, it is not a software thing, it does not take place when the BIOS starts the machine, it is stuck on 3 Gs, before Windows starts! The Toshiba laptop also sports 4 Gs of RAM and uses it all as shown in its BIOS, minus a few MBs for the shared vidcard. It also runs W-7 in 64 bit mode.
