Most of the scanners, if not all, are made overseas. Those 
imported have the cellular frequencies, for the U.S., blocked 
or made inoperable. Overseas countries use frequencies 
different then ours for cellular. At least some of them do. 
The only time I hear other cellular on my cellular is if I 
pick up cross modulation from a close frequency. If you can 
get it on yours all the time, then something is the matter 
with your phone or someone has been messing with it.
