My husband is military - I thought the same thing.
I grew up in the 60s. We had severe dress and grooming standards for school. 
I was never allowed to wear pants to school until I went to HS in 1970. Girls 
*had* to wear dresses. Boys had to wear decent pants - jeans were not 
acceptable. The shirts that boys wore had to have a collar, and the dresses 
that girls wore had to be a certain length (no shorter). The only requirement 
I remember about hair, however, had to do with boys. This was during the 
advent of the Beatles, and all the boys wanted to grow their hair long. The 
schools fought it for awhile and finally gave up.
I see nothing wrong with clothing standards. If I didn't set some going out 
the door of my own home, my own children would go looking very sloppy. Their 
school (elementary) simply does not have too much of a dress code.
