I would say it is More GREED then Progress. Part of the Bloat is to
Justify the every rising prices.

 I am sure if one could dig hard enough there might be a quick and clean
Check Book program out there. I know Express Check is long gone but it
might still be arrounf in someones file base.   
IF one dosen't want to go back and load in the Checks form 1999 and
earlier the trouble with the two digit dates and the sorting would be
no problem. 
Of course it is a DOS program  and WinME and later users might have some
problems.
