It has nothing to do with your mail program.  A few folks who read
this listserv from the fidonet side are using offline readers such as
Bluewave and Silver Xpress.  Our moderator, for example, uses blue
wave now and then to read and reply to messages.  Blue wave does this,
and it's usually the initials of the person he's quoting.  Another
example, if he replies to a message I sent, the lines of text I wrote
will be preceded with rw>.  I hope that helps you.
It's an extension of the principle used by many mail readers for
quoting.  Just helps you know who said what.
You'll also notice two schools of thought on quoting.  One just types
their reply and leaves the quoted text hang off the tag end of their
message, sometimes including headers and all.  Otherws, especially
from the fidonet and other hobby bbs nets, usually intersperse quoted
text with our comments, deleting headers, signatures, software brag-lines, 
etc.
In fact, you can almost tell somebody who did a lot of bbsing befor
coming to the internet.  The style I quoted is more prevalent there.
