What does you use? IBMCPP C or C++? V3.? or V4.? Which fixlevel?
Petzold will give you some (a bit outdated, but fuctional) hints about
PM programming. But Anything it tells you about linking and use of
libraries are useless on OS/2 2.0 and newer as the book was written
for OS/2 1.x (16 bit) and we're now on 4.x.
Does you go to your car dealer and grant "my car does not work"?
Come on with a better description of your problems.
