You will need to call the STREAM() function twice or thrice:

   path_filename = 'D:\DATA\Some_old_file_or_other'
      . . .
   /* Open file for read & write */
   IF STREAM(path_filename,'C','OPEN') == 'READY:' THEN
   DO
      /* Position at current end of file */
      CALL STREAM path_filename,'C','SEEK<0'

      /* Write an extra record */
      CALL LINEOUT path_filename,Output_record

      /* Now close the file */
      CALL STREAM path_filename,'C','CLOSE'
   END
   ELSE /* It's locked */
      SAY 'Unable to open '||path_filename

Note the double '=' in the comparison. This forces exact string
comparison instead of 'numeric fuzz' constrained comparison. It can
save you some debugging anguish.
