Bzzzt ......'signal substitution' is *exactly* what happens (I did
forget to specify that this is on cable).

For example, here in Hamilton, On we get the CTV affiliates in Toronto
& Kitchener and there are several programs that they simulcast against
the same show on an American network (we get Buffalo NY).....we end up with
*exactly* the same feed on 3 channels (including the annoying network logo
in the bottom right corner - CTV).

Last weekend, Fox ran the 'X-Men' movie as did CKVR in Barrie.....we got
the Barrie feed.

If memory serves me right, the rule came into beeing after the feds
cancelled the tax credit for advertising time purchased on US stations.
