At the non-political level you have to have Returning Officers, Deputy
Returning Officers, people to man the voters lists (so you can be checked
off as you come in), and -- since this is Canada -- somebody to get the Tim
Horton's donuts.
At the political level you have to get several officials recognized as
being representatives of the candidate for various functions.
Some of this can be (and is) done ahead of time but until the writ is
dropped, nothing is officially on paper.
