I'd not say "not needed", Alan.  Microsoft itself is starting to
write Windows programs using .NET especially in the upcoming Windows
"8" even though Windows itself is primarily written in C++. 
Microsoft's official advice is to just install all of the .NET packs to
make sure that everything runs smoothly. 
The worst part of doing a manual Windows update is getting these huge .NET
updates to install.  The last v4 update took something along the lines of
20 minutes to install on a 3gHz machine for me!
