GPG is not produced by Microsoft, Tom.  GPG is an open source
"clone" of the commercial PGP (Pretty Good Privacy) encryption
software by Phil Zimmerman and is widely available for Linux and OS X. 
There is but a single port (a good one, thankfully) for Windows.
