Of course they cannot guarantee a given speed to every link on the Net,
as some are simply bogged, or have slow access, but they do have a large
file for users to test their download speeds with. They guarantee 128k
minimum. When it dips below that, it's time to expand the system.

You're trying to make it sound as if phone lines are a better option.
Bottom line, people are not getting 64Kbps on phone lines. And even
if they were, I would still be doubling them at minimum.
