I have found only two things that cause this. Both, I learned from
building my own computers. The first is caused by the motherboard not
seated correctly on its risers. The riser is touching the motherboard
in an area where there is not a screw hole. However, if the machine
has worked in the past, this would not be the problem.
The other is a CPU problem. Either the CPU is bad or it is not
inserted correctly. Again, if it worked in the past, the CPU was
inserted correctly. Thus, just guessing, it appears the CPU may have
gone bad. The computer does not do POST.
If the CPU is the problem, the case fans, CPU fan, and power supply
fans work when the ON putton is pressed. Things power up, but the
computer does nothing.
If nothing works including fans, this is usually an indication of a
bad power supply.
Usually if it is bad RAM, the motherboard either has a continuous beep
on bootup or reboots for no reason when in one's operating system.
If it is a bad video card, again you will have beeps on bootup. From
my limited experience, this is usually 4 beeps and a pause.
These are problems I have experinced in the past.
