It's a bit of a worry - I never think twice about turning one piece of equipment off that's rs232 connected to something else... In fact, I do it quite a lot. Unless the switchoff of the PC caused some kind of interference/spike back on the mains which affected the modem... So what are you thinking of/have replaced it with?
