WN-> Both Com1 1 & 2 locked at 115200 baud. As for the connect speed, you 
need 
  -> set your modem to return the DCE connect speed, not the DTE connect

I tend to agree with you, I can't find anywhere that the modem is not
doing what it is configured to do, thus it has got to be a software
problem somewhere as you say.
 
  -> protocol should also. BTW, I'd up the locked rate to at least 57600. 
38400
  -> just too slow for a 33.6K modem.
 
I did have it set at 57600, but the author of the software said to lower
it to 38400 so I took it back down.
I am getting good transfer speeds at either locked setting though.
