Um?, the drunks and the paint sniffers stay out of the parks and let the
children use them. The dope dealers aren't so bold and may at least take
their business off of the street. In this discussion, "Zero Tolerance" is a
partnership between the citizens and the police. You refer to teaching above.
What topic is to be taught and by whom? I'm certainly aware of many positive
consequences in a program of this type, and I'm interested in your list of
negative consequences.
