The programs that I've been involved with were like shooting fish in a
barrel, many more violators than the officers could handle all at once. As a
result, they chose the worst violators and dealt with them first. Most of
these programs are also heavily supervised, possibly video taped, and may
even involve the news media on the scene. There either is or there isn't a
violation of the law. Mike may have meant the above, but he actually said
that arrests were made without merit. The accusation was not specific, so I
could only assume that he was talking about the entire profession.
