I think of this effort as being conducted in a committee fashion.
While Dale may have started the ball rolling with his Snooze idea,
and I may have added impetus for more far-reaching changes, what
we have today is considerable different that what we began with.
As this was accomplished (or will, if we can all agree) by many,
it should be presented in the same manner, if not the same group.

Personally, my preferrence would be by those who are closest to
the people empowered to affect the changes.  The RC's and ZC's
involved here would be the obvious choice(s).  ;-)
