The zero tolerance programs I am familiar with are simply directives
that require the police to make an arrest when they see an offense
committed rather than allow a lot of minor infractions be ignored.
This makes sense to me in that everyone is on notice that the law will
be enforced each and every time. Letting people repeatedly get away
with breaking the law merely invites them to be lawbreakers on a bigger
scale.
