That is true.

Trump said on Tucker Carlson's show that nobody could pass that bill when in
fact, it was previously signed by Obama and congress in 2014. One of his
greatest accomplishments he says.

Trump recently signed an executive order to give the people of the US
protections from pre-existing conditions. Those very protections were already
law in the US, they were part of Obamas ACA. A frivolous executive order from a
frivolous president.
