He didn't use them in 1991.  All signs - mostly the ones the USA likes to
ignore - are that he destroyed them precisely because he COULDN'T use them
against the type of attack the USA mounted then and will mount now.

They're designed to hit little men running round with rifles.  They have NO
effect on bombers at 30,000 feet or cruise missile button-pushers sitting
in submarines off the coast.

One reason he won't use them - quite apart from the fact that he doesn't
have them any more - is that they would have no effect against the threat
he faces.
