You could try running VXREXX from a batch file, something like the following;
{at}ECHO OFF
SET OLDTEMP=%TMP%
SET TMP=F:\VXREXX\TMP
REM **********************************
REM * Start VxRexx on this line here *
REM **********************************
SET TMP=%OLDTEMP%
SET OLDTEMP=
