A long time ago, g00r00 created MPLs for just that.  I don't recall whether
or not they got updated for 1.10+ tho.  I myself have created the same thing
you've suggested and it uses the native box class to generate the menu
frames.  I also know that Pequito at Twinkle has been working hard on some
very similar features.
