 The FCC has altered their rules to forbid the manufacturing in, or
 importation into, the US of scanning receivers capable of operating (tuning
 to) the cellular frequencies.
 It needs to be noted that there is a difference between *listening* to
 cellular calls, and the *ability* to listen to cellular calls.
 Forbidding the first does not imply that the second is (or should be)
 forbidden, also.
 No cellular phones presently marketed can do what you say, without being
 modified.
